<p>Building Ventilating Per Ashare Requirements</p>
<p>Indoor Air Quality (IAQ) is an increasingly important issue in the work environment. The study of indoor air quality and pollutant levels within office environments is a complex problem. The complexity of studying and measuring the quality of office environments arises from<span id="more-65"></span> various factors including: </p>
<p>- Building floor plans are frequently changing to accommodate increasingly more employees and reorganization. <br />
- Office buildings frequently undergo building renovations such as installation of new carpet, modular office partitions and free-standing offices, and painting. </p>
<p>Many of the apparent health symptoms are vague and common to both the office and home environment. Guidelines or standards for permissible personal exposure limits to pollutants within office buildings are very limited.</p>
<p>Many times odors are associated with chemical contaminants from inside or outside the office space, or from the building fabric. This is particularly noticeable following building renovation or installation of new carpeting. Out-gassing from such things as paints, adhesives, sealants, office furniture, carpeting, and vinyl wall coverings is the source of a variety of irritant compounds. In most cases, these chemical contaminants can be measured at levels above ambient (normal background) but far below any existing occupational evaluation criteria. </p>
<p>Various building studies indicate that the most likely sources of this problem are &#8211; poor ventilation, poor thermal conditions, too high or low humidity, emissions from office machines, copiers and other building contaminants and poor ergonomic layout of workstations. </p>
<p>Air enters office buildings or spaces through both mechanical ventilation systems as well as naturally through leaks around windows, doors, etc. Newer, larger buildings which are highly energy efficient due to sealed windows and heavy insulation primarily depend on mechanical ventilation. Older, small, and low occupancy office buildings can be adequately ventilated through natural sources which include air leakage through opened windows and doors, as well as through cracks in the windows and walls, and other openings. </p>

n a modern office building, the heating ventilation and air conditioning system is designed to keep occupants comfortable and healthy by controlling the amount of outside air that is added to the building atmosphere, filtering both incoming and recirculated air to remove particulates and controlling the temperature. The HVAC system includes all heating, cooling, and ventilation equipment serving a building: furnaces or boilers, chillers, cooling towers, air handling units, exhaust fans, ductwork, filters, steam (or heating water) piping. A ventilation system consists of a blower to move the air, ductwork to deliver air to the room, and vents to distribute the air. A good ventilation design will distribute supply air uniformly to each area and especially areas with office machines. An effectively designed area will not have the supply and exhaust vent too close together because fresh air may be removed before it is adequately distributed throughout the area. Exhaust fans are often located a significant distance away from supply vents. A simple way to determine if the ventilation system is running a vent as a supply or an exhaust is by holding a tissue near the vent.] If the tissue moves, the air is being circulated and the direction the tissue is blown will determine the type of vent. </p>
<p>The American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE) has established a general guideline of 20 cubic feet of outside air per minute/per person for an office environment. This is a sufficient amount of air to dilute building contaminants and maintain a healthy environment. Indoor air quality complaints increase significantly in offices that are not supplied sufficient outside air. </p>
<p>A ventilation system should provide for a comfortable environment with respect to humidity and temperature. The overall goal of climate control is to provide an environment that is not too cold, hot, dry or humid, and that is free from drafts and odors. Humidity refers to the amount of moisture in the air and extremes in humidification levels can influence how comfortable you may be. When the air is too humid, it makes people feel uncomfortable (wet, clammy) and can promote mold growth. On the other hand, low humidity conditions (which typically occur in the winter months) dry out the nasal and respiratory passages. Low humidity may be associated with an increased susceptibility to upper respiratory infections. Static electricity problems (affecting hair and clothes, particularly synthetic fibers) are good indicators of an office with low relative humidity. </p>
<p>Excessively high or low temperatures in an office area can also lead to symptoms in building occupants and reduce productivity. High temperatures have been associated with fatigue, lassitude, irritability, headache and decrease in performance, coordination and alertness. A number of factors interact to determine whether people are comfortable with the temperature of the indoor air. The activity level, age, and physiology of each person affect the thermal comfort requirements of that individual. Extreme heat, which is unlikely to be found in an office environment, can result in heat rash, exhaustion, and fainting. Workers who may be less alert or fatigued from a high temperature environment may be more prone to accidents. </p>
<p>An inadequately ventilated office environment or a poorly designed ventilation system can lead to the build up of a variety of indoor air pollutants. Air pollutants can originate within the building or be drawn in from outdoors. Examples of sources that originate outside a building include: </p>
<p>- pollen, dust and fungal spores <br />
- general vehicle exhaust <br />
- odors from dumpsters <br />
- re-entrained exhaust from the building itself or from neighboring buildings </p>
<p>Examples of sources that originate from within the building include: </p>
<p>- building components and furnishings <br />
- smoking <br />
- maintenance or remodeling activities (painting, etc.) <br />
- house<br />

keeping activities <br />
- unsanitary conditions (standing water from clogged drains or dry traps) and water damage <br />
- emissions from office equipment or special use areas, like print shops, laboratories, or food preparation areas </p>
<p>The following recommendations and guidelines are useful in preventing indoor air quality problems: </p>
<p>* HVAC systems should receive periodic cleaning and filters should be changed on a regular basis on all ventilation systems. <br />
* The ventilation system should introduce an adequate supply of fresh outside air into the office and capture and vent point air pollutant sources to the outside. <br />
* Office machinery should be operated in well-ventilated areas. Most office machinery does not require local exhaust ventilation in areas that are already provided with 7-10 air changes per hour. Photocopiers should be placed away from workstations. Workers should vary work tasks to avoid using machines excessively. <br />
* Office equipment should be cleaned/maintained according to the manufacturer&#8217;s recommendations. Properly maintained equipment will not generate unhealthy levels of pollutants. <br />
* Special attention should be given to operations that may generate air contaminants (such as painting, pesticide spraying, and heavy cleaning). Provisions for adequate ventilation must be made during these operations or other procedures, such as performing work off-hours or removing employees from the immediate area, utilized.</p>

<p>Since the concept of solar energy was first introduced, it has captured public imagination. The problem has been the difficulty in making this most renewable energy source easily accessible as the large metal panels used in the harvesting of solar energy are expensive. In 2002 a team of scientists at the University of Arizona,<span id="more-60"></span> led by professor Neal Armstrong, began working to develop a thinner, more practical solar film that would be easy to apply and less costly to produce; hopefully making the greenest form of energy accessible to the masses.</p>
<p>While the majority of the scientific community agrees that the ease of use brought by thin solar film is the future of the industry, the struggle has been finding a way to make the thin solar films as durable and efficient as the bulky silicon panels. There had been some product advancements when Armstrong&#8217;s research into making thin panels began, but they required the use of heavy metals which raised environmental concerns. Eventually his team was able to produce functional solar film.</p>
<p>The appeal of the film is that it can be placed almost anywhere with exposure to sunlight. Walls, roofs, and even windows can hold the film and its benefits are not limited to cheap, renewable energy. When placed on a window, solar film can act as additional insulation without significantly blocking sunlight. The film comes tinted in a variety of shades for those who wish to reduce incoming heat or excessive glare. Another benefit to using the film is that it blocks out heat and UV rays, thus virtually eliminating fade on fabrics. Also, since it doesn&#8217;t let heat in or out, the use of thin solar film can have a significant impact on heating and cooling bills.</p>
<p>Effective as it is, this polyester-based solar film isn&#8217;t quite what Armstrong and his team have been working for. The team at the University of Arizona is trying to develop a way to use carbon, hydrogen, and other organic compounds to harness solar energy. They believed that once they are successful the industry will again be revolutionized as it was when the first thin solar films became available and its true potential will then be realized.</p>
<p>Will solar energy replace fossil fuels and other natural energies? It is an undeniable fact that nonrenewable resources, by their very nature, are finite and scientists are searching for ways to harness renewable forms of energy before these resources run out. While water-based and wind-based energy systems are promising in their potential, there is great hope that the advancements in solar energy, especially that of thin solar film, will become our primary energy source.</p>

<p>Window Air Conditioners: &#8211; How To Reduce The Noise Level</p>
<p>Perhaps the most widely used air conditioners are the window air conditioners. They are quite popular for heating and cooling in both domestic and commercial premises. The basic advantage of a window air conditioner is that unlike the central air conditioners and<span id="more-59"></span> the split air conditioners, it fits well in the window giving a good look and it does not occupy any space of the room at all. </p>
<p>Moreover, window air conditioners do not need to be shifted every now and then from one place to the other. However, like any other air conditioning equipment, it produces noise, the intensity of which differs with the type and size of the window air conditioners. Constant noise can indeed be very disturbing and distressing to the home and surrounding residents. </p>
<p>It is, therefore, advisable for the consumer to compare window air conditioners by checking the sound power level labels on the unit or in the literature specifications. The noise levels are often given in decibel ratings and the higher the decibel level, the louder the unit will be. The sound pressure increases by a factor of ten for every 10-decibel increase. For example, 60 Decibels is 10 times louder than 50 Decibels and 100 times louder than 40 Decibels. </p>
<p>The compressor and the fan are combined in a single unit and mounted in the window air conditioners and this is the source of all the noise in the air conditioner. The other causes of noise could be worn bearings, cabinet rattles, dirty or rusty fan blades, worn rubber mountings and compressor wear. Regular maintenance can reduce the noise to some extent but with the passing of time, there is bound to be an increase in the level of the noise.</p>
<p>You should check whether your window air conditioner is vibrating or producing a rattling noise and if so, then it is not a normal situation. The reason for this can be improper installation or loose side panels. If, however, you hear a scraping noise, you should either take the help of an authorized service provider or you can also try to find out the cause and repair it yourself.</p>
<p>The following steps can help you in tracking the fault and repairing it:</p>
<p>You should tighten the screws holding the front panel onto the unit. You should check carefully the window all round the unit. You should then turn the window air conditi<br />

oner on and press your hand against the sash. If you find that as you press your hand against the sash, the sound changes in pitch, then you should put some wooden shims in the gap between the window air conditioners frame and the sash. If, however, the pitch of the noise changes when you press your hand on the glass, you should use some insulating cellophane tape between the glass and the frame. You might have to use putty if that does not reduce the noise.</p>
<p>If you feel that the sound is originating from within the unit, you should take the unit out of the window and check to see if the fan blades are bent. If so, just bend them back so that they match the others.</p>

<p>Landlords Vs. Tenants: Who Pays When Bed Bugs Invade?</p>
<p>When bed bugs invade an apartment, who calls the exterminator and who pays? The conundrum in the emerging field of bed bug law is pitting landlords against tenants and filling court dockets. </p>
<p>Legislation recently introduced in the New Jersey Legislature as Assembly<span id="more-58"></span> Bill 3203 would force landlords to shoulder the entire financial burden of combating bed bugs by making them solely responsible for conducting annual inspections, distributing and displaying educational material created by the state, immediately treating reported bed bug infestations, and maintaining a bed bug-free environment throughout the apartment building or complex. Similar bills are under consideration in other states.</p>
<p>Citing the nationwide 500% increase in bed bug infestations and calling the common bed bug &#8220;a public nuisance,&#8221; Bill 3203 states, &#8220;it is a matter of public welfare to protect New Jersey citizens&#8217; health from this pest.&#8221; Noting that owners of multiple dwellings are &#8220;in the best position to coordinate the extermination bedbug infestations in that multiple dwelling,&#8221; the bill directs, &#8220;Every owner of a multiple dwelling shall be responsible, at his own expense, for maintaining the multiple dwelling free of an infestation of bedbugs.&#8221; Landlords who fail to act would be fined $300 per infested apartment and $1,000 per infested common area. Local health boards would have the power to act for and bill unresponsive landlords. (You can read the complete text of New Jersey Bill 3203 on the Stern Environmental website.)</p>
<p>Given the exponential increase in bed bug infestations nationwide, landlords are leery of the possible financial repercussions of such legislation. In New York City, bed bug complaints jumped from 1,839 in 2005 to 8,830 in 2008. Violations issued by the Department of Housing Preservation and Development rose from 366 to 2,757 over the same period. New York and New Jersey apartment owners are legally tasked with providing pest control for tenants. It&#8217;s the apartment owner&#8217;s responsibility to provide tenants with a pest-free living environment. That wasn&#8217;t always true. Since the 1908 case of Jacobs v. Morand, tenants had been legally obligated to pay their rent even if bed bugs had made their apartment inhabitable. That changed in 2004 with Ludlow Properties, LLC v. Young when Judge Cyril Bedfor<br />

d ruled in favor of a frustrated tenant who had refused to pay rent for six months because of a persistent bed bug problem, writing: </p>
<p>&#8220;Although bed bugs are classified as vermin, they are unlike &#8230; mice and roaches, which, although offensive, do not have the effect on one&#8217;s life as bed bugs do, feeding upon one&#8217;s blood in hoards nightly turning what is supposed to be bed rest or sleep into a hellish experience.&#8221;</p>
<p>Today, tenants seem to be winning the litigation war against landlords, but it&#8217;s a tough fight. When bed bug infestations are discovered, tenants and landlords point the finger of blame at each other. &#8220;It gets back to the issue of responsibility,&#8221; said attorney Ronald Languedoc. &#8220;In law, the party that asserts a claim usually has a burden of proof. I think it is probably hard to track down where, precisely, they came from and how they got in there.&#8221;</p>
<p>Under current New York and New Jersey law, apartment owners bear the responsibility and financial expense of providing housing that is rat-free, roach-free and now bed bug-free. For cash-strapped apartment owners, there&#8217;s the rub. Rats, roaches and other vermin are attracted by garbage and unclean conditions. The connection to proper maintenance, efficient trash collection and regular pest control is obvious. The cost of such regular maintenance is an expected part of managing an apartment building. Just like electric, water and other utility costs, these expenses are figured into monthly rent payments and recouped. </p>
<p>Bed bugs are an entirely different problem. Bed bugs are not attracted by filth. They are insects of convenience like lice and fleas. These tiny insects crawl from one infected individual to another. They set up house near beds and in bedrooms, hiding in cracks and crevices during the day and creeping out at night to feed on the blood of their unsuspecting prey &#8211; humans. The size of an apple seed, bed bugs multiply quickly and are adept hitchhikers. You can get them from contact with an infected individual, visiting his home, brushing his clothing, standing next to him or borrowing his belongings. You can get bed bugs by sitting in a seat just vacated by an infected person on a subway, park bench, taxi or airplane. Since not all people react to bed bug bites, people often spread bed bugs without even knowing they have them. </p>
<p>Bed bugs can come into an apartment on someone&#8217;s clothing, in suitcases and backpacks, in the creases of storage boxes, in the cracks and crevices of used furniture, in the upholstery of a rental sofa and in refurbished mattresses. Apartment owners have no control over what attracts bed bugs or how the annoying little buggers get into the building. You can understand their reluctance to take responsibility for a problem they didn&#8217;t create and have no control over. Yet that is exactly what housing legislation requires them to do. Particularly exasperating are the strictures in New York City and under consideration in Jersey City and the New Jersey state legislature that prevent apartment owners from passing along the often hefty costs of eliminating bed bug infestations to their tenants. </p>
<p>The life cycle and living habits of bed bugs only confound the problem. A single female bed bug can produce up to 500 eggs during her one-year lifespan, laying about five eggs per day. Moving through five nymphal stages, bed bugs reach maturity in just five to eight weeks. They nibble on their human prey at night, feeding for up to 10 minutes every three to five days. The tiny bugs are often mistaken for other pests and their bites for mosquito or spider bites. Not all people react to their bites which look like raised, red welts and many don&#8217;t react (itching is typical) for several days after being bitten. Some people are so embarrassed, they fail to report an infestation or uselessly try to treat it with Raid. By the time the problem is noticed or reported, a considerable infestation can have developed. </p>
<p>Often by the time they&#8217;re identified, bed bugs have sprea<br />

d to other units in a building and the original culprit can be hard to identify. Because bed bugs spread easily through wall voids, elevator shafts, plumbing and wiring conduits, and heating and cooling ducts, next door units and those on the floors above and below an infested unit are also likely to be infested. Treatment of one unit can simply send bed bugs scurrying to find new living quarters. Even vacant apartments are not safe as bed bugs can live for one to seven months without a blood meal. </p>
<p>Eliminating bed bugs in a multi-unit apartment building can be a nightmare for everyone and an unexpected financial burden for the owner. Because of the many variables involved &#8211; the need for tenant cooperation, the bugs&#8217; minute and numerous hiding places and their tendency to spread quickly and easily &#8212; multiple pest control treatments over a spaced period of time are necessary to completely eradicate bed bugs from an apartment building. Apartment owners are being asked to shoulder the financial burden without remuneration, sometimes without essential tenant cooperation, and with no guarantee that the whole mess won&#8217;t happen again. It&#8217;s not hard to understand why apartment owners feel new bed bug laws are unfair.</p>

<p>Geothermal heating and cooling has recently been thrust into the forefront of ecologically green and financially efficient methods of residential and commercial heating and cooling.&#160; Originally developed for large scale energy production and then utilized by large utility corporations and petroleum companies, the cost was<span id="more-56"></span> prohibitive for any smaller communities or individual family use.&#160; This has now changed in one aspect.&#160; It has now become financially feasible for individual families, homeowners, and independent business owners to heat and cool the home or other structure with minimal monthly expense.</p>
<p>While the initial cost of having a geothermal system installed to produce heat in the winter and cold air in summer may seem costly, the monthly savings on every utility bill makes it a pleasure to invest in and operate.&#160; Geothermal heat pumps, which may be referred to as GHP or geoexchange systems, will save the homeowner 30-70 percent in heating costs and 20-50 percent in cooling costs according to the U.S. Environmental Protection Agency.&#160; It is estimated that it will only take 3-10 years to recover the costs of installing a geothermal heat pump system.</p>
<p>The reason for such great interest and development in geothermal energy, heating, and cooling is that it is the most efficient manner to date to produce energy with the least greenhouse emissions.&#160; Heating and cooling a home using such a system should not be viewed solely as an expense, but a definite return on an investment regardless of whether the homeowner stays or decides to sell in the future.&#160; Coupled with the fact that it is an ecologically responsible method of heating and cooling, tax incentives are available and other government programs actually will subsidize part of the cost to the homeowner to install a geothermal system.</p>
<p>There are different types of geothermal systems, such as closed loop, open loop, and direct exchange setups, but the main operating principals are the same.&#160; While closed loop and direct exchange systems are often much less expensive to install, open loop systems can be more efficient, but require a nearby source of water such as a pond or well and more maintenance depending on the quality of water source.&#160; Regardless of the type of system being installed, the fact remains that geothermal heating and cooling can easily save multi-thousands of dollars over every two year span for the homeowner.</p>
